The Terran got a nifty boost to their anti air strength and teching speed while the reduction in the reaper slows down the dangerous Reaper rush / harass. Protoss got a huge hit on the Mothership which already had been revamped and now is even slower. The Chrono boost is now reduced, slowing down Protoss production / research speeds.
